ON THE USE OF HOMEOPATHIC METHOD
IN PUBLIC HEALTH PTACTICE
Lately, the homeopathy, as the one of the clinical medicine areas, has been getting a wide spreading in medical practice. In the Russian Federation there are about 10 thousand doctors who use this method in their medical activity having finished special courses. The College and Bureau of the Science Congress of the Ministry of Public Health of Russia authorized the use of homeopathic method in the State Public Health System (Protocol No. 26 from 27th of December, 1994).
With a view to further development of the homeopathic method in the Russian Federation
I direct:
1. To allow the use of homeopathic method in public health practice.
2. To approve the normative documentation which regulates the doctor's activity who practices
the homeopathic method.
2.1. The Provision about the doctor who uses the homeopathic method.
2.2. The rules of distribution of homeopathic medicinal agents.
2.3. The requirements for completion the medical records of ambulatory patient for doctors who use the homeopathic method.
3. To the administration of Educational Organizations (N.N. Volodin) to ensure the post-graduation training for medical specialists of medicinal, pediatric, and stomatological specializations on the homeopathy in accordance with applications of the bodies of the Public Health Administration, of the subjects of the Federation, and the Public Health organizations.
4. To vest the Russian Medical Academy of Postgraduate Education (L.K. Moshetova) with functions of study-methodical centre on homeopathy for the purpose of the quality control of doctors' and pharmacists' training, their accreditation, expert evaluation of a specialists' activity who uses the homeopathic method.

5. To organize the Russian Scientific-Organizing Centre on Homeopathy on the basis of the Scientific-Research Institute of Traditional Methods of Treatment.

To assign a working out of the Provision of the Centres to the Russian Medical Academy of Postgraduate Education (L.K. Moshetova), the Scientific-Research Institute of Traditional Methods of Treatment of the Ministry of Public Health and Medical Industry (V.G. Coockes)

6. To entrust the holding of the State Quality Control of homeopathic medicinal agents on the territory of the Russian Federation and the foundation of the Russian Homeopathic Pharmacopeia on the State Scientific-Research Institute on standardization and medicinal agents' control, the Scientific-Research Institute of Pharmacy of the Ministry of Public Health and Medical Industry of the Russian Federation and laboratory on standardization and medicinal agents' control of the Public Health's bodies of the subjects of the Russian Federation.
7. I reserve the right to control the implementation of the given Order.

I. General Provisions
1.1. A doctor who uses the homeopathic method - is a specialist with a high medical education with a special subject "Medical business", "Pediatry", or "Stomatology" who knows theory and practice of the main special subject in the field of homeopathy specified by the training program in concordance with requirements of job description, and has the relevant government-approved certificate. 1.2. In his/her work is guided by the given Provision and other normative documents of the Russian Federation on the issues of community health protection. 1.3. Reports directly to the executive of hospital, polyclinic, department, cabinet. 1.4. The appointment and dismissal of a doctor who uses the homeopathic method is executed in concordance with the current legislation.
II. Obligations of a doctor who uses the homeopathic method
2.1. Alongside with the main activity - grounds the prescriptions of homeopathic medicinal agents, prescribes and controls the required treatment.
2.2. Executes a medical documentation of standard pattern in concordance with the requirements of the Ministry of Public health and Medical industry of Russia. 2.2. Improves his/her professional skill in the period of improvement-training courses not less than ones in five years.
III. The rights of a doctor who uses the homeopathic method
A doctor who uses the homeopathic method has a right to:
3.1. Use the homeopathic medicinal agents in a polyclinic disease treatment on the basis of clinical observation and clinical laboratory examinations. 3.2. Take part in the meetings, theoretical and practical conferences, be a member of different social and professional organizations on the given issue.
IV. The knowledge and skills of a doctor who uses the homeopathic method
General knowledge:
- the basic principles of legislation оn public health and executive directives that identify the activity of the specialists who use the homeopathic method; - the general issues on the homeopathic service organization in the country, the peculiarities of a work in the hospital and policlinic conditions; - the general issues of the theories of the action mechanism of substances in small doses and in minute doses;
- the principals of the homeopathic medicinal effect, homeopathic Pharmacology, prescriptions and contraindications to the use of the homeopathic method of treatment;
- the basics of the homeopathic pharmacy.
General skills:
- to get information about the disease, to use objective methods of a patient examination; identify general diseases and specific symptoms of disease; - to identify special methods of research (laboratory, radiological, functional);
- to carry out the analysis of received data in concordance with the criteria of the homeopathic method including the ranging of symptoms and repertorisation of the medical agents; - to prescribe the required homeopathic agents (potentiality, doses, and an intake term).
V. The responsibility of a doctor who uses the homeopathic method
A doctor who uses the homeopathic method is responsible for the mistakes in the patient management that cause dangerous consequences on the basis of the provision in the law NN 66, 68 "The basic principles of legislation of the Russian Federation on the community health protection" (N 5487-1 from 22.07.93).

1. Without prescription there are released the compound homeopathic preparations with an indication and the simple (single-component) preparations by the nomenclature approved by the Ministry of Public Health and Medical Industry.
2. With prescription there are released the simple (single-component) preparations, introduced in the list "А".

The commentary of the Homeopathy Committee under the Department of Pharmacy of Moscow:
The list of simple homeopathic agents released without prescription is submitted for endorsement at the Ministry of Public Health and Medical Industry.
Furthermore, a doctor who uses the homeopathic method enters the list of specific symptoms (general, mental, private, modality) which is necessary for grounding the prescription of homeopathic preparation(-s).
In the section "Prescription", a doctor who uses the homeopathic method notes the following: name of preparations, potencies, doses, intake rhythm, term of intake.
On the repeated visits of a patient, a doctor draws up a supervision diary, draws up a special part on prescriptions of the new homeopathic preparations.
